    The answer is decidedly ‘is’.

    When the word ‘every’ or ‘each’ precedes a noun, it should be in singular form.

    Ergo, it should be:
    Every door and window IS securely locked after service.

    Very importantly, the noun it precedes must always be in singular, for examples:
    Every woman, not Every women;
    Every girl, not Every girls etc.

    In regard to standard English, GO-SLOW has no denotation, allusion or ascription to traffic/snarl.

    In literal terms, GO-SLOW — the equivalent of SLOW-DOWN in American English — is an industrial action.
    It is a protest that workers make by downing their tools, or doing their work more slowly than usual, to wittingly hurt the profit of their employers.
